The USA will carry out the information war against Russia using direct support of the Baltic countries

United States Congress has adopted the Resolution 758 which in fact declares the economic and information war against Russia and calls the European ally to check their military forces to the preparedness for war in the classic meaning of this word. According to the document, a special role is played by the Baltic countries: they have to be at the forefront of the information war for the minds of Russian-speakers.

Res. 758 “Strongly condemning the actions of the Russian Federation, under President Vladimir Putin, which has carried out a policy of aggression against neighboring countries aimed at political and economic domination” was passed by the Congress on December 4 (on the same day Vladimir Putin delivered the annual Presidential Address to the Federal Assembly). The Resolution is interesting due to its dogmatism – the text alone burns up all bridges in the Russian-American relations.

According Adam Kinzinger’s Resolution the annexation of the Crimea to RF is called “forcible occupation and illegal annexation”.

Accusations of “invasion of, and military operations on the Ukrainian territory” are addressed to Moscow. The resolution states in no uncertain terms that the Malaysia Airlines flight 17 that crashed in Ukraine was brought down by a missile “fired by Russian-backed separatist forces in eastern Ukraine, resulting in the loss of 298 innocent lives” (without any proofs). Apparently, these charges are not enough to declare Russian Federation “Empire of Evil”, so in the documents it is reminded that Russia invaded the Republic of Georgia.

“Whereas the Russian Federation invaded the Republic of Georgia in August 2008, it continues to station military forces in the regions of Abkhazia and South Ossetia” the document says. It should be considered as a hidden signal to the European allies. The International Commission of Inquiry concluded in its investigation of the events in 2008 that it was Georgia that “started an unjustified war” against Russia not the other way around. President of Georgia Mikheil Saakashvili started military action with shelling of Tskhinvali and the Russian military operation was a response. Now by the Resolution, which is addressed not only to the President of the USA, but to the Europeans as well, is sounded a call not to take into account all the final reports and investigation, but to consider Russia as an enemy and aggressor.

In fact the Resolution 758 legislates the confrontation between the USA and RF, moreover it demands from Europe to be true to its duty as an ally and refuse any dialogue with Moscow.

Along with the demands for Russia (to withdraw Russian forces from Ukraine, recognize the illegal annexation of Crimea, respect the independence and sovereignty and the existing borders of Georgia and Moldova), Congressmen (441 pro and 10 contra) address to the European allies with “calls on Ukraine, the European Union, and other countries in Europe to support energy diversification initiatives to reduce the ability of the Russian Federation to use its supply of energy as a means of applying political and economic pressure on other countries, including by promoting increased natural gas and other energy exports from the United States and other countries”. In this way Ukraine is only a ground for the destruction of the common energy market of Russia and Europe. Furthermore, the Resolution “urges the President to expedite the United States Department of Energy’s approval of liquefied natural gas exports to Ukraine and other European countries”

Washington politicians don't exclude the military outcome of the confrontation with Russia. The Resolution urges the NATO “to conduct a review of the force posture, readiness, and responsibilities of the United States Armed Forces and the forces of other members of NATO to determine if the contributions and actions of each is sufficient to meet the obligations of collective self defence under article 5 of the North Atlantic Treaty and to specify the measures needed to remedy any deficiencies”. However, the military conflict is not the aim for the USA. In reality the war against Russia is carried out by means of economic and information methods

There is a special role for the Baltic countries, which are constitute a bridgehead for carrying on a propaganda war. Lithuania, Latvia and Estonia have already been implementing this function.

“Calls on the President and the United States Department of State to develop a strategy for multilateral coordination to produce or otherwise procure and distribute news and information in the Russian language to the countries with significant Russian-speaking populations” – the Resolution says. Note that Latvia and Estonia are countries with significant Russian-speaking populations. And actions for creating the system of “distribution of news and information” have already been undertaken. In Tallinn, it is scheduled to launch Unified Baltic Canal (UBC) for broadcasting the "right" news and their interpretations for the Russian-speakers. UBC will be a substitution of Russian TV channels that local leaders are considering to forbid.

During the last several years, the NATO cyber security center has been operating in Tallinn. One of the functions of this organization is to conduct an information warfare: such as introduction in the social networks “photoshop contests” and “demotivational posters”, mounting clips on «YouTube» and "trolling" in blogs and forums. In the addition, this summer the NATO decided to set up Strategic Communications Centre of Excellence in Riga. This Centre has to guarantee an information support of the NATO’s actions.

This law activity has a legislative base in Washington. The Russian Aggression Prevention Act, which was approved by the United States Senate Committee on Foreign Relations, contains following directions: “a plan for increasing and maintaining through FY2017 the quantity of U.S.-funded Russian-language broadcasting into countries of the former Soviet Union” (for Lithuania, Latvia and Estonia). The Resolution says about “the use of existing platforms for content delivery such as the Voice of America and Radio Free Europe/Radio Liberty (RFE/RL), Incorporated, leverages indigenous public-private partnerships for content production, and seeks in-kind contributions from regional state governments”. Mikhail Khodorkovsky had an idea to create new media for carrying on antiputin propaganda on the Latvian territory. He planned to collaborate with the ex-redaction of the web portal “Lenta.ru”, but couldn’t come to an agreement with ex-contributing editor Galina Timchenko. At the end, the working group of “Lenta.ru” has launched the new project “Meduza” in Latvia. Earlier, the new on-line project “Spector” has started that happened simultaneously with the plan of setting up NATO Strategic Communications Centre of Excellence in Riga. “Spector” is based on “delfi.lv” - the biggest web portal in Latvia. Its aim is to give the possibility to speak for Russian opposition journalists who are allegedly not allowed to speak in Russia. All activities, mentioned above, suspiciously reflect the content of the US foreign policy documents.

The Baltic countries, as in line with Ukraine, are chosen by the USA as a bridgehead for information training and propaganda to overthrow the Russian political regime. American and European politicians say about such an aim, in relation to Russia, without hiding.

The addition goal of the information war is to ensure loyalty of the Russian-speaking population in the Baltic countries, which still seem to be the Russian's "fifth column”. But this is a local, secondary goal. The main aim, which can be the source of pride for all the Baltic countries – Lithuania, Latvia, Estonia, is a special role in preparation of the “Maidan in Moscow”. If it happens or not – that is another story. What kind of profit would be received by Lithuania, Latvia, Estonia? Most likely, nothing. But the Resolution 758 is the biggest triumph in the Baltic countries’ foreign affairs. Their main partner doesn't forget about them, and promises to use them in its geopolitical games.
